The U.S. Drug Enforcement Administration will reclassify marijuana as a “Schedule Two” drug on August 1, 2016, essentially legalizing medicinal cannabis in all 50 states with a doctor’s prescription, said a DEA lawyer with knowledge of the matter. Top county and city officials briefly considered the idea this month of putting a countywide marijuana tax on the November ballot. The proposal surfaced on a number of city council agendas this week before Stanislaus County Supervisor Vito Chiesa and Chief Executive Officer Stan Risen told the cities “never mind” for now. The Fillmore City Council voted 5-0 to place on the November ballot a measure that would allow the City Council to tax marijuana sales at a rate of up to 15 percent, and to assess taxes on commercial cultivation of as much as $30 per square foot of growing area for the first 3,000 square feet, and $15 per square foot thereafter. SAN DIEGO — San Diego would join several other large California cities that impose local taxes on marijuana businesses if voters approve a proposed November ballot measure that Councilman Mark Kersey will unveil on Monday.
